Can I email the admissions office for my daughter? She's too shy to ask her own questions
She has real questions about the engineering program and won't reach out. I wrote a draft email myself. Is it okay for me to send it?

You can, but it is usually better coming from her. Admissions offices want to hear from the applicant, and some track contact as a sign of interest. A parent asking on her behalf does not hurt, but it does not help in the same way.
A middle path: sit with her while she writes a short email in her own words, three or four sentences. Or have her call during office hours. Students who do this once are usually surprised how easy it is.
